TV On the Radio's latest, Return to Cookie Mountain, wanders freely, from neoshoegaze guitar pop to darkly futuristic soul-rock and postindustrial electronica. Yet as chaotic as the record gets, a sense of craftsmanship to the material reveals how far TVOTR has come since its 2004 debut. The illustrious crew hits the pool in the company of Celebration, fronted by the muscular-voiced Katrina Ford; and Miles Benjamin Anthony Robinson, who plays garagey pop and winning psych-era melodies.
